本次 2024 TIWW Tech Talk 聚焦於水處理與水資源管理技術,旨在促進科技與環保的結合,探討最新的技術發展與應用。
活動分為三個環節,每一環節都由行業領域內的專家主講深入探討水處理與管理技術的前沿發展,期待與各界專家學者共同交流學習,共同推動科技與環保的進步。
2024 TIWW Tech Talk focuses on water treatment and water resource management technologies, aiming to promote the integration of technology and environmental sustainability by exploring the latest developments and applications in these fields. The event is divided into three sessions, each led by industry experts who will delve into cutting-edge advancements in water treatment and management technologies. We look forward to engaging with professionals and scholars from various sectors to exchange knowledge and collaboratively advance progress in technology and environmental protection.

(Wastewater Biological Treatment Technology Introduction - Biothane / MBBR / Hydrotech)
講題介紹:
威立雅 Veolia Water 的卜訓中 (Julian PU) 提案及應用經理將介紹公司的專業技術如Biothane、MBBR及Hydrotech。

廢水厭氧處理技術的先鋒,包含EGSB顆粒化污泥生物反應器技術及UASB懸浮污泥生物反應器技術,同時提供沼氣貯存、脫硫及氣體純化技術,是廢水處理生質能回收的最佳解方。
A pioneer in wastewater anaerobic treatment technology, including EGSB Expended Granulated Sludge Bioreactor technology and UASB Upflow Anaerobic Sludge Bioreactor technology. It also provides biogas storage, desulfurization and gas purification technology, which is the best solution for biomass energy recovery in wastewater treatment.

移動床生物膜反應器系統結構緊湊,操作簡單。是在廢水/污水生物處理系統的曝氣池中,填入特殊幾何形狀的活性生物膜載體,這些生物擔體有著極高的比表面積可供微生物附著生長並形成生物膜,結合活性污泥及固定生物膜法的優勢,具有最佳的廢水處理細菌培養條件。因不受其微生物生長之環境劣勢的約束,提供微生物最優的生存環境及生長密度,可用於新建廢水廠或改建工程來提昇處理負荷或增進生化需氧量 (BOD)、氨和氮的去除功能。
The moving bed biofilm reactor system has a compact structure and simple operation. It is to fill the aeration tank of the wastewater/sewage biological treatment system with active biofilm carriers of special geometric shapes. These biological carriers have extremely high specific surface areas for microorganisms to attach and grow and form biofilms, combined with activated sludge. And the advantages of the fixed biofilm method, it has the best bacterial culture conditions for wastewater treatment. Because it is not constrained by the environmental disadvantages of microbial growth, it provides the optimal living environment and growth density for microorganisms. It can be used in new wastewater plants or renovation projects to increase treatment load or enhance the removal of biochemical oxygen demand (BOD), ammonia and nitrogen.

卜訓中 (Julian PU)提案及應用經理在水處理領域擁有超過 28 年的經驗,身為台灣威立雅的機械主管,他負責水處理專案的製程與應用設計,並擁有提供高品質成果的良好記錄。Julian 的專長包括管理和監督所有工程方面,從審查和提交 CAD 圖紙和供應商圖紙,到準備設計和技術內容。他致力於確保作業安全,並根據需要應用安全程序。
With over 28 years of experience in water treatment, Julian PU is a highly skilled and accomplished professional in the field. As the Mechanical Lead at Veolia Taiwan, he is responsible for the process and application design of water treatment projects, and has a proven track record of delivering high-quality results. Julian's expertise includes managing and overseeing all engineering aspects, from reviewing and submitting CAD drawings and vendor drawings, to preparing design and technical content. He is dedicated to ensuring the safety of operations and applies safety procedures as needed.

水利工程淨零碳排
(Carbon Neutrality of Hydraulic Engineering)
講題介紹:
因應全球暖化效應,實踐2050年淨零排放願景,水利署於111年2月依工程生命週期執行階段率先頒訂「水利工程減碳作業參考指引(規劃設計篇)」,系統性推動工程減碳,並使整體減碳策略及施政方針得以具體落地,惟面對每年推動眾多水利工程無法逐案碳盤查之困境下,水利署如何以首創「碳預算管理」方法,擬定減碳路徑並實質掌理工程年度減碳量化目標,期盼藉由本次分享達拋磚引玉之效,共同為下一代和環境永續做出更大的貢獻。
The world needs to reach net zero by 2050 if it is to meet the Paris Agreement target in global warming and fight climate change. Getting to net zero requires significant abatement of greenhouse gas emissions across all sectors of the economy.
In this topic, Water Resources Agency's Chia-Jung Chen will discuss how promotes carbon reduction in the entire life cycle of hydraulic engineering-planning, design, construction, and operation. He will share its systematic carbon budget management, including reduction measures, database building and indicators, policies and strategies, and budgets toward achieving carbon neutrality.

陳加榮 經濟部水利署工程事務組正工程司
陳加榮現任經濟部水利署工程事務組正工程司,負責水利工程施工品質督導、抽查及推動工程減碳、數位轉型與淨零碳排五年願景藍圖計畫等工作。並為投入推動各項跨領域整合作業,在職期間更完成採購專業人員基礎訓練、公共工程品質管理訓練、ISO14607:2018主任稽核員訓練以及ISO19650及PAS2080碳管理訓練等合格證明。
尤其工程減碳方面,陳加榮參與了多項重要計畫,包括「水利工程減碳作業參考指引」的撰擬,與制定水利署「水利工程五年計畫」,協助開創碳預算管理機制,並負責關鍵計算程式的開發。
此外,他也專注於整合工程減碳與數位轉型作業,主辦建置數位轉型平台及施工行動抽查APP,導入AI影像辨識技術,提升工程監控和品質管理的效率,成果榮獲2023年國際專案管理學會「專案管理大獎」中的「政府/法人組-典範企業獎」及「中小型專案組-優選」雙獎項肯定,並成功爭取納入政府科技發展計畫,持續以2050淨零排放為目標,逐步完善水利署推動工程減碳、導入科技方法、強化減碳思維及推動產業轉型等各項行動方案。
Chen Chia-Jung currently serves as the Chief Engineer of the Water Resources Agency (WRA), Ministry of Economic Affairs (MOEA). He is responsible for supervising the quality of water engineering construction, conducting inspections, and promoting projects related to carbon reduction, digital transformation, and the five-year vision blueprint for net-zero carbon emissions. During his tenure, he has completed various certifications, including basic training for procurement professionals, public engineering quality management training, ISO 14607:2018 lead auditor training, and ISO 19650 and PAS 2080 carbon management training.
In terms of carbon reduction in engineering, Chen Chia-Jung has participated in several significant projects, including drafting the “Guidelines for Carbon Reduction Operations in Water Engineering” and formulating the Water Resources Agency’s “Five-Year Vision Blueprint for Net Zero Carbon Emissions Plan (2023-2027).” He has also assisted in establishing a carbon budget management mechanism and developing key calculation programs.
Additionally, he focuses on integrating carbon reduction in engineering with digital transformation operations. He has led the establishment of a digital transformation platform and a construction mobile inspection app, incorporating AI image recognition technology to enhance the efficiency of engineering monitoring and quality management. His efforts have been recognized with dual awards in the 2023 International Project Management Association’s “Project Management Awards,” including the “Government/Corporate Group - Model Enterprise Award” and the “Small and Medium Project Group - Excellence Award.” He has successfully secured inclusion in the government’s technology development plan, continuously working towards the goal of net-zero emissions by 2050, and gradually improving the Water Resources Agency’s actions in promoting carbon reduction in engineering, adopting technological methods, strengthening carbon reduction thinking, and driving industrial transformation.
